摘要:

近年來,臺灣經濟在從「效率驅動」轉變為「創新驅動」的過程中,恰逢中國大陸與越南市場開放,使得原本該做轉型的廠商可以選擇將工廠外移至大陸、越南,因而缺少轉型誘因,以致轉型非常不順。 而對中國大陸紅色供應鏈的崛起,也反應了中國大陸對臺灣代工為主商業模式的威脅。臺灣的根本策略,應該是要積極推動創新經濟。 除了積極創新研發外,臺灣在若干利基科技領域、傳統產業上,也應建立自己的獨特性,差異性。證諸歷史,大國旁邊的小國,如瑞士發展生技、鐘錶、巧克力等,以區隔德國的工具機,石化及汽車業,闖出一片天空。 臺灣要往創新經濟邁進,瑞士或德國應該是臺灣的模範。從Google的簡單搜尋即可發現,該國有許多產業,都在全球排名前五名,包括製藥、化工、鐘錶、機械、食品、觀光、電機、金融等(遠見,2013)。簡言之,瑞士(以及周邊德國等)是臺灣學習的榜樣。但是如果仔細觀察,瑞士的產業政策是什麼?其產業政策是怎麼形成的?這些面向非常值得探討,也值得臺灣借鏡。 瑞士的鐘錶與製藥馳名世界,除了鐘錶與製藥,瑞士其他名列前茅的產業,也都有其發展背景與政策,我們可以深入了解其發展的問題,做為未來政策的借鏡。 瑞士與德國另外一個值得臺灣學習的,就是他們的公民意識。臺灣公民社會相當程度受到美國文化的影響「自我」性很強,但是整體意識很差(今周刊,2016)。瑞士是怎麼形成其公民意識的? 目前,臺灣和瑞士在文化、人民、教育、產學合作及技轉等背景有相當大的差異,我們將加以對照、比較,並了解臺灣的限制、優勢,判斷那些方面可供臺灣借鏡的經驗。 臺灣應該要系統性地增加對瑞士、德國等歐洲值得參考對象的研究(今周刊,2016;天下雜誌,2015、2016等)。有鑑於此,本計畫的目的,就是對於這些面向的研究、整理、結果呈現,提出兩個大方向的規劃:一是提供研究人員獎助學金撰寫瑞士產業相關的論文,二是做瑞士公民社會呈現的深度報導。此計畫打算每年支持四至五個研究人員、四至五個長駐或專案記者,做系統性的研究,也向臺灣讀者系統性地介紹瑞士產業與公民社會。這樣,才能幫助臺灣轉型。
In recent years, Taiwan's economy transforms from "efficiency-driven" into "innovation-driven". At the same time, Mainland China and Vietnam adopts market open strategy, which makes Taiwanese firms choose to relocate their production sites to Mainland China and Vietnam, losing incentive for further upgrading. With the rise of Mainland China’s red supply chain, reflects the threat to Taiwan’s OEM business model. As consequence, Taiwan's fundamental strategy should be actively promote innovation economy to stay ahead of China. In addition to pursue innovative research and development, in several niche areas, Taiwan’s industries should establish their own uniqueness, differences. A small country next to the big countries, such as the Swiss biotech development, watches, chocolate and so on, in order to differentiate from Germany’s machine tools, petrochemical and automobile industry, to pave the way for its own competitive strength. As Taiwan steps into innovation economy, Switzerland experience can be served as a model. A simple Google search can be found from the many global top five industries, including pharmaceuticals, chemicals, watches, machinery, food, tourism, motor, and financial industry; all of them are from Switzerland. But if you look closely, what is the industrial policy of Switzerland? How is its industrial policy formed? For these, it is worthwhile of further discussion, and Taiwan can learn from its lesson. Switzerland is famous for its watch and pharmaceutical products. In addition to watches and pharmaceuticals, Switzerland’s other top industries also have their own background and development policies. We can learn from its development experience and set up our own. Another area worthwhile to explore from Switzerland and Germany are civic consciousness. Taiwan's civil society to a certain extent is influenced by American culture. Self consciousness is very strong, but the overall sense is poor (Business Today, 2016). Switzerland’s civic consciousness is also an important lesson to absorb. Of course, in term of culture, people, education, industry and academic circle collaboration and so on, there are lots of differences between Taiwan and Switzerland. Therefore, we will further analyze Taiwan limitation, strength and absorb what we can learn from Switzerland. Under such circumstance, the purpose of this project is twofolds. First, offering postgraduate scholarships for Swiss industry-related master's thesis. Second, to explore Swiss civil society and present in-depth reports. This program intends to support the four to five year young researchers, four or five reporters stationed in Switzerland, engaging in systematic research, but also systematically introducing Swiss industry and civil society to Taiwanese public. In doing so, we can absorb some valuable lessons from Switzerland for Taiwan’s industrial transformation.
