To address the medium and long-term socio-economic issues arising from a super-aged society, it is urgent to promote the integration of various intelligent technologies, such as robotics and assistive technologies, IoT, cloud big data analysis, and AI, to form a care robot technology system. This system will drive the development of a smart long-term care service society. In the development process of care robots, it is essential to engage in experiential communication with users on physiological or psychological levels to develop robot service systems that meet actual needs. This will also lead to a “demand integration” type of development network. This paper explores the demand for the development of care robot technology in Taiwan and the gaps in the development of research and development networks. It also examines Japan's experience in promoting the development of care robot technology and proposes strategic recommendations that could assist in the development of Taiwan's care robot research and development networks. The study results propose three implications. The first is to form a “demand integration” type business ecosystem centered on the concept of “clinical co-creation”. The second is to establish a platform for integrating the needs of care robot technology for filling the gaps in the development of key technologies and service verification. The third is to pursue the acceleration of cross-ministerial connections between the R&D and application ends of care robot technology policy should be, and an integrated policy indicator system should be developed to respond to the advent of a super-aged society.
