摘要:

長期以來我國一直透過電價管制的方式維持低電價,但也產生了許多負面影響,進而導致台電公司屢屢發生嚴重虧損。為合理反應電力成本並降低社會衝擊,本研究提出了分群定價、浮動電價及電費補助這三個策略,在透過結合兩種不同特性之電力與經濟模型進行模擬分析中發現:在尊重市場機制前提下,電價調整雖然對於經濟會有負面之影響,但透過適當的配套措施,可有效地降低及緩解因電價上升所造成的衝擊。本研究結果可提供從市場管制到自由化的過渡初始階段,如何能以較為平緩轉型的路徑,降低對各類用戶、電力公司與政府的衝擊。
In the past, Taiwan has maintained low electricity prices through the implementation of price controls. However, these measures have incurred adverse consequences, leading to recurrent and severe financial losses for the Taiwan Power Company(Taipower). To address this challenge and to establish a more equitable pricing structure that accurately reflects the true cost of electricity, this study employs a multifaceted analytical approach, incorporating two distinct models that meticulously account for the complex interactions within the electricity market, industrial sectors, and the economy. The simulation results reveal that electricity price adjustments in response to fluctuations in international energy prices can potentially yield the economic losses. Nonetheless, it is noteworthy that the implementation of appropriate supporting schemes can effectively mitigate the impact of inflated electricity prices. This research also sheds light on the transition from a regulated electricity market to a liberalized market, offering a comprehensive strategy to facilitate a seamless shift. This transition aims to minimize disruptions and negative effects on various stakeholders, including end-users, the power company, and the government.
