摘要：
To examine the effectiveness of the regulations of implementation in employment allowance of lack of workers, this paper used the data of labor insurance information and a questionnaire feedback survey. Our results show that the economic incentives can decline the number of unemployed workers and help to ease the shortage of workers in part, but it was just only a short-term phenomenon. At the same time, it does not affect the decision-making of employing foreign workers.
