「病蟲害整合管理」(Integrated Pest Management, 簡稱IPM)是一種強調「預防、監測、治療」三原則的農業方法,我國農委會於2017年推動「化學農藥十年減半」政策,策略之一便是推廣、落實IPM,以期2027年達到化學農藥使用量減半的功效。「三光米股份有限公司」(簡稱三光米)是第一屆「永續善農獎」(IPM Award)得主之一且為IPM推廣大使,以農企業的角色推動IPM落地應用。本研究目的透過三光米個案,觀察該公司如何運用、整合不同IPM系統與資源創造可行的商業模式。藉由半結構式訪談與次級資料分析,研究發現三光米以「連結外部專業資源」、「建立內部彈性機制」、「善用收購制度」三個策略軸線,整合硬性、軟性的經營管理制度,建構IPM契作順利運作的架構。三光米的經驗突顯內外行動者共構的動態網絡是IPM運作的關鍵,其中,撼動農民採用IPM的關鍵因素,是農業收益的經濟保障,尤其透過三光米的技術輔導機制、品質檢核機制,以及保障收購機制的共同運作,形成契作農民持續採用IPM的重要拉力。本研究認為,落實IPM的落地應用需要銜接專業單位與市場產銷工作的整合者擔任要角,碾米廠或以契作為主的農企業,有機會成為推廣與落實IPM的整合實踐者。
"Integrated Pest Management (IPM) is an agricultural approach that emphasizes three principles: prevention, monitoring, and treatment. In 2017, the Council of Agriculture in our country initiated the "Halving of Chemical Pesticides in Ten Years" policy, with one of the strategies being the promotion and implementation of IPM, aiming to achieve a 50% reduction in chemical pesticide usage by 2027. One of the recipients of the inaugural "Sustainable Good Farmer Award" (IPM Award) is the "Shiny Glory Rice" , which also serves as an ambassador for promoting IPM. In its role as an agricultural enterprise, Shiny Glory Rice drives the application of IPM. This study aims to observe how San Guang Rice utilizes and integrates various IPM systems and resources to create a feasible business model. Through semi-structured interviews and secondary data analysis, the research found that Shiny Glory Rice employs three strategic axes: "connecting with external professional resources," "establishing internal flexible mechanisms," and "making good use of the acquisition system" to integrate both rigid and flexible operational management systems, constructing a framework for successful IPM contracting. The experience of Shiny Glory Rice highlights that the co-construction of dynamic networks by internal and external actors is critical for the operation of IPM. Among these factors, the key driver influencing farmers to adopt IPM is the economic security of agricultural income. Particularly, the technical guidance mechanism, quality inspection mechanism, and acquisition guarantee mechanism implemented by San Guang Rice jointly form a significant impetus for contracted farmers to consistently adopt IPM. This study suggests that the successful implementation of IPM requires integrators who bridge professional units and market distribution work, and rice mills or contract-based agricultural enterprises have the opportunity to become advocates and implementers for promoting IPM integration."
